ListBelanja

For associations & NGOs: transparent, organised, AGM-ready

Treasurers of associations, mosques, clubs or PTAs usually collect receipts in envelopes, add them up by hand and prepare statements at the last minute. With ListBelanja every committee member scans their own receipts and submits claims; the treasurer approves and marks them paid; every programme is tagged as a project; and a statement with signature lines prints in one tap. Inside the app, the "Who are you?" card on the Home tab turns this into your first 3 steps, ticked off as you go.

Scenario: how it plays out

  1. The treasurer signs up, names the group after the association and invites committee members by link — pick a job title (Chairperson, Secretary, Committee member, Claims checker, Internal auditor) and the role & permissions are filled in for you.
  2. Every programme is tagged as a project, e.g. "Ramadan programme", with a budget.
  3. Committee members scan receipts and tap Claim back; the treasurer approves and marks them paid.
  4. Before the meeting: print the Income & Expenditure Statement for the association's financial year (e.g. July–June), the project statement & claim forms — and the association's auditor downloads the organisation audit pack (ZIP) for the same period.

Committee job titles & permissions

Each job title comes with a sensible preset: the Treasurer approves claims, marks them paid and records money in; the Secretary runs programmes (projects); the Claims checker checks first; committee members scan receipts and claim back; the Internal auditor is read-only. The admin can change every permission and the database enforces it. Auditors & external accountants use no seat on your plan.

Money in & the Income and Expenditure Statement

The treasurer records money in — membership fees, donations, grants, sales, sponsorship — and the receipts are already in the app. The year's Income & Expenditure Statement works out the surplus or deficit itself and prints with signature lines for the Treasurer, Auditor & Chairperson, ready for the AGM.

Two-level claim approval: a unit head checks first, the treasurer approves. Nobody can check their own claim and the approver must be someone else — separation of duties enforced by the database, not just a policy.

Your association's financial governance

  • The treasurer doesn't have to be an admin: give them Approve claims and Mark claims paid — the treasurer never approves their own claim; another committee member decides it.
  • The year's opening balance (the bank balance on 1 January) is shared with every committee member — the statement prints the opening balance, surplus or deficit and closing balance. For a financial year (e.g. July–June) or a date range, that period's opening balance is carried forward automatically from the 1 January balance and the records before it.
  • Only approved or paid claims count as expenditure; claims awaiting approval are shown separately on the report & statement.
  • The association's auditor downloads the organisation audit pack (ZIP) for the period chosen: every receipt image, receipt-less expense, claim, money in, the statement and the report.
  • Statements, the annual report, claim forms and programme statements print with the association's letterhead from the group profile (name, registration no., address).
  • Once the accounts are audited, the admin closes the association's year: every record of that year is frozen and the auditor reads every record of that year.
  • Committee members without permission to see reports or the budget get an “ask the admin” note, not a blank screen.

Numbered official receipts & budget vs actual

Every donation, fee or sponsorship recorded as money in can be given a numbered official receipt — your own series (e.g. DRM-2026-0001), gap-free consecutive numbers given by the system, the amount in words (BM, English, 中文) and the association's name and address. The subsection 44(6) approval sentence is printed only on donation receipts when your association's own approval reference is filled in. An issued receipt can't be changed; if it's wrong, void it with a reason — it stays in the register marked VOID — correct the record and issue a new receipt. The receipt register downloads as CSV or Excel.

Budget vs actual: the treasurer sets the committee-approved budget per category for a calendar year, financial year or date range; the report shows the balance, % used and the categories that are over, near (80%) or spending faster than the time elapsed — printed with the annual report and exported to CSV or Excel.

The right plan

Group — up to 8 committee members with shared AI scans; extra members without changing plan. The association's auditor doesn't pay and uses no seat on the plan.

Per diem, collection targets & bank statement import

  • Travel per diem at your association’s own policy zones and rates — one claim through the usual approval
  • Collection targets for each income type (fees, donations, grants…) with a status that follows the period’s time
  • Bank statement import for money in — read on the device, with already recorded lines flagged
  • Targets printed with the Income & Expenditure Statement for your AGM

Frequently asked questions

Can the association's auditor see the records?

Yes — invite them as an auditor: read-only, only records already submitted, no password sharing, and access can be removed any time.

Our treasurer also works at a company and keeps family receipts — do they need a second account?

No. One account, many spaces: the association invites the same email; open the link while logged in and the association's space is added to My spaces with the Treasurer job title. Association receipts never mix with personal or family ones — one space is open at a time. No association space yet? The chairperson or treasurer can create it themselves (Create a new space) with the same account, then invite the committee.
